Everyone telling you about X11/XQuartz is right in that it is need to run Inkscape and is not included in OS 10.8. However, I'm surprised that no one's mentioned Gatekeeper. It's simple, you can two-finger/right click on the Inkscape icon in the Applications folder and click Open.
It should have a warning pop-up about it not being from a recognized/licensed developer or something, just click ignore and the app will run. You should only have to do this once. You can bypass Gatekeeper automatically by going to System Preferences Security & Privacy ‘General’ Tab and clicking Allow from.Anywhere. Gatekeeper might be what's keeping you from running it if it isn't X11/XQuartz.
